Using ResetUserPassword method

I am running into an issue with using the "ResetUserPassword method in a web agent. I can confirm the agent signer has password reset authority (using agent.owner method in the same agent). A different agent in the Notes client works fine (using the same method).

Do you know of any issues using this method in a web agent?

Error: Agent containing ResetUserPassword method must be signed by a designated Password Resetter.
